Bilateral factor

An extra 10% (of the combined value) for paired left/right limb disabilities.

When disabilities affect both arms, both legs, or paired skeletal muscles, 38 CFR 4.26 combines those ratings first, then adds 10% of that combined value before merging with other ratings — a recognition that paired impairments compound.
